With higher-than-average inflation and record cost-of-living adjustments (COLAs) in 2023, most experts expect record wage increases for GS pay scale employees.
This was confirmed by President Biden’s executive order (EO) and funding in the omnibus spending bill, which followed the original alternative pay plan and approved an average pay increase for federal employees of 4.6% on the GS pay scale in 2023.
Note that the federal pay increase in 2023 includes an average regional pay increase of 0.5%, which will vary by region (see section below for details). However, the 4.1% base pay increase will be consistent across all civilian federal employees on the GS pay scale.

This is consistent with previous pay adjustments (alternative plans) for federal civilian employees due to “national emergencies or serious economic conditions affecting the general welfare.”

The GS pay increases have now been completed following President Biden’s executive order and the passage of the 2023 omnibus bill. The official tables, including the 55 site pay tables below, have been released through the Office of Personnel Management (OPM). The average salary increase in the area is 0.5% but will vary by geography.
Federal employees on the GS Pay scale will receive a 2.2% base pay increase in 2022 with an additional 0.5% local pay adjustment, for an overall average increase of 2.7%.
This change is effective January 1, 2022. This increase is more than double the average wage increase in 2021, reflecting the higher cost of living.

August 2016, 2017 GS Pay Increase 1.6%]The President has curbed his executive powers and given civil servants on the GS pay scale and members of the armed forces one of the largest pay increases in recent memory. State employees will receive a combined pay increase of 1.6 percent (vs. 1.3 percent last year), according to the previous update, which consists of a 1 percent across-the-board increase in the federal GS pay scale; with an additional adjustment of 0.6 percent to local salaries. Adjustments will be made on January 1, 2017.
“I have decided that in 2017 there will be an overall pay increase of 1.0 percent,” Obama wrote in his Aug. 31 letter to congressional leaders. “Additionally, on November 30, 2016, I will make a decision regarding alternative site payment plans pursuant to 5 U.S.C. 5304a. [2017 GS Pay Increase Update]Despite low inflation conditions, it looks like the President was able to give Federal employees a nice parting gift on the GS pay scale with a 1.6% pay increase in 2017. There are still many hurdles to overcome overcome to get this pay raise approved, with each proposed pay raise having to go through various subcommittees, the House of Representatives, the Senate, and the president. And just like last year, even if the House rejects the pay raise, the president can sign an executive order waiving the raise.
The 1.6% pay increase is likely to consist of the overall Federal GS pay increase and local pay adjustments. This will be clarified as the details are finalized.
Employers Plan 2023 Pay Increases Of 4.6%, Slightly Above 2022’s 4.2%
Below is the latest position status of various major groups in the 2017 GS Salary Hike:
President (Executive) – Recommends a 1.6% salary increase for 2017. This will be formalized at the end of August based on Senate and DPR consideration
House of Representatives – Passed the Financial Services and Government Appropriations Act of 2017 (H.R. 5485). This bill does not rule out a pay raise (as has been the case in the past), meaning that unless specific legislation is created, the president’s recommendation of a 1.6% pay raise for the federal workforce will likely go into effect in January.
Senate – The legislation (S. 2699) sponsored by Democratic Sen. Brian Schatz (D-Hawaii) proposes a 5.3% increase next year. This is made up of a 3.9% federal pay raise plus a 1.4% pay raise.
