Gs Pay Scale 2023 Chicago – The GS 2023 pay scale includes a 2023 federal salary increase of 4.6% overall average with a 4.1% General Program (GS) base salary increase and a 2023 local salary increase for a total increase of 4.6% salary increase in 2023 for federal employees.
In addition to the 4.1% increase in base pay, the federal pay increase for 2023 includes a 0.5% increase in local government pay. The document below is a list of the complete set of GS 2023 local pay scales for federal employees according to the General Calendar.

The General Program (GS) pay system covers most federal civilian employees employed in professional, technical, administrative, and clerical positions.

There are 15 GS grades that determine annual base salaries ranging from 1 (lowest) to 15 (highest). The grade of each job is determined by the employer based on the level of difficulty, responsibility and qualifications required. Typically, individuals will qualify for GS grades along these general lines:
Most Federal employees under the General Program are entitled to GS location pay, which is a geographically based rate that reflects pay levels for non-Federal employees in certain geographic areas. These wage levels are determined by surveys conducted by the US Bureau of Labor Statistics. The BLS measures non-federal compensation in a labor market and compares it to the federal wage for GS workers performing similar jobs in the same geographic area.
Each GS grade has 10 step percentages (steps 1-10), and employees can advance to higher grades during their federal career. Grade Increments (WGIs) as they are called are based on an acceptable level of performance and longevity (waiting periods of 1 year in steps 1-3, 2 years in steps 4-6 and 3 years in steps 7-9).
Each WGI is equivalent to a wage increase of approximately 3% of an employee’s salary. In effect, a WGI is a salary increase based on length of public service at a specific grade and scale in the General Program salary system.

2024 Forecast – At this stage, it is expected that GS salary growth for 2024 will be between 2% and 4% with inflation decreasing. I will provide updates as more CPI and COLA details become available.
With higher-than-average inflation and a record cost-of-living adjustment (COLA) for 2023, most experts had predicted record earnings growth for workers on the GS pay scale.

This was confirmed through President Biden’s executive order (EO) and funding in the general government spending bill, which followed the original letter of the alternative wage program and confirmed an average pay increase of 4.6% for federal employees on the pay scale GS in 2023.
Please note that the federal wage increase for 2023 includes an average increase of 0.5% in local government wages, which will vary by region (see details in the sections below). However, the 4.1% base pay increase will be consistent for all federal civilian employees in the GS pay scale.
See the updated and finalized GS (Basic) 2023 pay scale chart below, which reflects the 4.1% increase, which excludes the local market pay increase of 0.5%. The salary increase will take effect from January 1, 2023.
[Update December 23, 2022] President Biden confirmed by executive order (EO) that GS pay scales will increase by an average of 4.6% (4.1% base and 0.5% local government pay).

This is consistent with his previous pay adjustments (alternative plan) for federal civilian employees due to “national emergency or serious economic conditions affecting the general welfare.”
Specifically, I have determined that for 2023, the overall base pay increase will be 4.1% and local area pay increases will average 0.5%, resulting in an average overall increase of 4.6% for federal civilian employees. This alternative salary program decision will allow the Federal Government to better compete in the labor market to attract and retain a well-qualified federal workforce in light of the growing recruitment and retention challenges… which has resulted in a significant wage gap for federal employees compared to the private sector. I will update this article as news and estimates become available on GS salary increases in 2024. At this stage with inflation falling, I expect the increase in 2024 to be around 2%.

The GS pay increase is now finalized following President Biden’s executive order and the passage of omnibus bill 2023. The official tables, including the 55 locality pay tables linked below, are published through the Office of Personnel Management (OPM). The average salary increase by location was 0.5%, but will vary by geographic region.
Federal employees in the GS pay scale received an overall base pay increase of 2.2% for 2022, with an additional 0.5% local government pay adjustment, for an overall average increase of 2.7%.
These changes took effect on January 1, 2022. This increase was more than double the average wage increase in 2021, reflecting the higher cost of living.
See below for the GS 2022 basic pay scale table and grade reflecting the 2.2% basic pay adjustment. The location pay adjustment (0.5%) will vary by location and can be found on the Office of Personnel Management (OPM) website.

Despite a potential pay freeze for federal employees in 2021, Congress approved a 1 percent increase for federal employees in the GS pay scale. This was not good news in an environment where inflation is rising, and especially as members of the armed forces saw a 3% increase in their military pay scales in 2021.
Below you can see the GS 2021 payment chart by step and grade. All changes came into effect on January 1, 2021.
[November 2020 Update] President Trump had proposed a 1% wage increase for 2021, but with the weak economy and low inflation, many expect an even lower increase or perhaps no increase at all. Details should be announced in the coming months, but for those expecting a pay rise, it may be wise to temper expectations at this stage.
For 2020, state employees on the GS pay scale will see a 3.1% increase compared to 2019 levels. This consists of an overall increase in hours of 2.6% (shown in the table below) and 0.5% local wage regulation. This is the same as the first increase in the 2020 military pay scales. The updated pay scales take effect on January 1, 2020.

In his first year in office, President Trump approved a 1.4 percent pay raise in 2018 for more than 1.5 million government employees on the GS pay scale. Additionally, there is a 0.5% pay adjustment to bring the total pay increase to 1.9% for 2018, compared to a 2.4% increase for military personnel. The updated GS Pay Scale 2018 is given below:
The GS pay increase is outlined by executive order, and full details and local regulations are available on the OPM website. At this point, it is expected that the increase in salaries for 2019 will be similar to the increase in 2018.
In a surprise move, President Obama reversed his previous proposal for a 1.6 percent wage increase in August 2016, consisting of
. In his latest executive order, he proposes an alternative 2017 total wage increase of 2.1%. This still consists of an overall increase of 1%, but will now reflect a local area pay adjustment of 1.1%. This brings the overall average salary increase for 2017 to 2.1% (excluding promotions).
Why Do The Bears Play Two Thursday Night Games In 2023?
The revised plan was released to match a higher 2.1 percent increase for military personnel in 2017 and an improved economic environment that has seen larger increases in private sector wages. While Congress and the new administration could change this in 2017, they are unlikely to do so at this late stage, given that all wage increases will take effect on January 1, 2017.
The table below shows the 2017 GS Pay Table/Chartby Step and Grades reflecting the 1% increase across Federal/National. The updated 1.2% site payment adjustment will vary by state, and I recommend you read OPM’s charts for specific details. Active duty members will also receive a monthly base pay increase of 2.1 percent, as shown in the latest 2017 military pay charts
