There are 15 GS grades that determine annual base salaries ranging from 1 (lowest) to 15 (highest). The grade of each job is determined by the employer based on the level of difficulty, responsibility and qualifications required. Most Federal employees under the General Program are entitled to GS location pay, which is a geographically based rate that reflects pay levels for non-Federal employees in certain geographic areas. These wage levels are determined by surveys conducted by the US Bureau of Labor Statistics. The BLS measures non-federal compensation in a labor market and compares it to the federal wage for GS workers performing similar jobs in the same geographic area.

Each GS grade has 10 step percentages (steps 1-10), and employees can advance to higher grades during their federal career. Grade Increments (WGIs) as they are called are based on an acceptable level of performance and longevity (waiting periods of 1 year in steps 1-3, 2 years in steps 4-6 and 3 years in steps 7-9).

Each WGI is equivalent to a wage increase of approximately 3% of an employee’s salary. In effect, a WGI is a salary increase based on length of public service at a specific grade and scale in the General Program salary system.
