Title 5 of the United States Code permits the implementation of a pay adjustment plan for federal civilian employees, including public plans and certain other pay systems, if it is due to a “national emergency or serious economic conditions affecting the public welfare.” Otherwise it will be invalid.
Congress also mandates different amounts of wages. That was not done earlier this year, and because Congress has several opportunities to do so in pending legislation, raising wages for federal workers in 2024 is possible, but unlikely.
Based on Biden’s letter, assuming the 5.2% pay increase is the final amount, the local pay area average of 0.5% would be broken down into a 4.7% pay increase.

Why only 4.7% and not 5.2%? 5.2% is probably the average increase, and when the federal government raises wages each year, it usually includes wage increases and an amount set aside for local wages. There are 15 General Service grades, and annual salaries range from 1 (lowest) to 15 (highest). The level of each job is determined by the employer based on difficulty, responsibility and qualifications required. Each GS grade has 10 step ratios (Steps 1 through 10) through which employees can advance to higher grades in the federal profession. It’s called stepwise growth (WGI), and it’s based on acceptable performance and longevity (waiting 1 year for steps 1 to 3, 2 years for steps 4 to 6, and 3 years for steps 7 to 9). .
Each WGI equates to about a 3% increase in employee wages. In fact, the WGI is a pay increase based on the length of time a government job has been assigned to a specific step and grade in the public employment pay system.
