Location refers to the area where an employee works. This factor adjusts the base benefit rate for the cost of living in your area. Each position is assigned a specific grade and each employee is assigned a step within that grade, but pay rates vary depending on location. In this way, the system meets the needs of workers in higher-cost areas, such as California or metropolitan areas.

Hawaii Alaska has its own salary scale and 51 other locations centered around major metropolitan areas. Locations in the continental United States that are not part of the designated locations are grouped under “Rest of the United States.”
OPM recommends changes as needed each year. The President recommends large-scale adjustments to benefit levels, and Congress approves them each year. Federal employees located abroad are not subject to this local coordination system.
