[Update December 23, 2022] President Biden confirmed via Executive Order (EO) that GS pay scales will increase by an average of 4.6% (4.1% base pay and 0.5% local pay).

Official tables, including the 55 pay tables by location listed below, are published through the Office of Personnel Management (OPM). The local average salary increase was 0.5%, but it varies by geography.

There are still many hurdles to clear overcome for that increase for approval, with any proposed increases going through various subcommittees, the House of Representatives, the Senate, and the president. And just like last year, even if the House rejects the raise, the president can sign an executive order to overturn it.
The 1.6% pay increase is likely to consist of a general GS Federal pay increase and local pay adjustments. This will be clarified as details develop.

Here is the latest status of the various key groups’ position on the 2017 GS salary increase:
President (executive) – recommended a salary increase of 1.6% for 2017. It will be formalized at the end of August based on the negotiations of the Senate and the House of Representatives
The House of Representatives – approved the Financial Services and Public Administration Appropriations Act of 2017 (HR 5485). This bill did not rule out a wage increase (as it has in the past), meaning that unless specific legislation is written, the president’s recommendation for a 1.6% pay raise for the federal workforce is likely to take effect in January.
Senate – The legislation (S. 2699) sponsored by Democratic Senator Brian Schatz (D-Hawaii) proposes a whopping 5.3% increase next year. That’s a 3.9% increase in federal wages plus a 1.4% increase.
