There are 15 GS grades that establish base year salaries ranging from 1 (lowest) to 15 (highest). The grade for each job is determined by the employment agency based on degree of difficulty, responsibility and qualifications. Most federal employees under the general schedule are entitled to GS locality pay, which is a geographically based percentage that reflects pay levels for non-federal workers in certain geographic areas. The House Has Cleared The Way For Biden’s 4.6% Pay Raise Plan

GS pay increases are now complete following President Biden’s executive order and approval of the 2023 Omnibus Act. Official tables, including the 55 local wage tables linked below, are issued by the Office of Personnel Management (OPM). The average local wage increase is 0.5%, but will vary by geographic area.

Federal employees on the GS Pay scale received a general base pay increase of 2.2% for 2022, with an additional 0.5% local pay adjustment, for a total of 2.7% average increase.

These changes took effect on January 1, 2022. This increase is more than double the average salary increase in 2021, reflecting the higher cost of living.

Here Are The Actual Pay Raises Federal Employees Will See In 2023, Depending On Their Location

Despite a potential pay freeze in 2021 for federal workers, Congress approved a 1 percent raise for federal employees on the GS pay scale. This is not good news in an environment where inflation is rising, and especially since members of the armed services are seeing a 3% increase in their military pay levels in 2021.

[Nov 2020 Update] President Trump has proposed a 1% wage increase for 2021, but with a weak economy and low inflation, many expect a lower increase, or potentially no increase at all. Details should be released in the coming months, but for those hoping for a pay rise, it might be wise to lower expectations at this stage.

For 2020, state employees on the GS pay scale will see a 3.1% increase over 2019 levels.
