Fp Pay Scale: A Comprehensive Guide To Understanding Gs Equivalents
There are 15 GS grades, setting a base annual salary ranging from 1 (lowest) to 15 (highest). Each position is rated by the recruiting agency based on difficulty, responsibility and required qualifications. Typically, individuals qualify at the GS level based on the following general principles:
Most federal employees covered by the general tariff are entitled to a local GS wage, which is a geographic percentage that reflects the wage levels of non-federal employees in a specific geographic area. Salary levels are determined based on research conducted by the U.S. Bureau of Labor Statistics. The BLS measures non-federal labor market wages and compares them to federal wages for GS workers performing similar jobs in the same geographic area.
Each GS grade has 10 grades (1-10), and employees can advance to higher grades throughout their federal careers. So-called within-class salary increases (WGI) are based on acceptable performance levels and sustainability (waiting period of 1 year for steps 1-3, 2 years for steps 4-6, and 2 years for steps 7-9 for 3 years)).
Each WGI represents a raise of approximately 3% of an employee’s salary. In effect, WGI is increased based on years of government service at specific grades and grades in the pay system specified in the Master Schedule.

Specifically, I find that through 2023, overall base pay increases will be 4.1% and local wage increases will average 0.5%, resulting in an overall average increase of 4.6% for civilian federal employees. In light of growing recruitment and retention challenges, this alternative pay plan decision will allow the federal government to better compete in the labor market to attract and retain a highly skilled federal workforce…that results in federal workers experiencing poor performance compared to other workers. Despite a possible pay freeze for federal employees in 2021, Congress approved a 1% increase in the GS pay scale for federal employees. In an environment of rising inflation, this is not good news, especially given that members of the armed forces have received a 3% increase in their 2021 pay.

[Updated November 2020] President Trump is proposing a 1% raise for GS in 2021, but due to a weak economy and low inflation, many expect the raise to be lower, or possibly no raise at all. Details should be revealed in the coming months, but for those expecting a raise, it might be wise to temper expectations at this stage.
In 2020, government employees on the GS pay scale will increase by 3.1% above 2019 levels, which includes an overall salary increase of 2.6% (shown in the table below) and a local salary adjustment of 0. 5%. This is the same increase as in the 2020 military pay schedule. The updated salary standards are effective from January 1, 2020.

. In his latest executive order, he proposed a 2.1 percent increase in total alternative compensation for 2017. This amount still includes a 1% headline increase but will now reflect a 1.1% local wage adjustment. This means average salary increases totaled 2.1% in 2017 (excluding promotions).

The revised plan was released in response to a 2.1% pay increase for military personnel in 2017 and an acceleration in private sector wage growth due to improving economic conditions. While Congress and the new administration may be able to reverse this in 2017, it is unlikely to happen at such a late stage given that all rate hikes take effect on January 1, 2017.
The table below shows the 2017 GS salary scale/salary chart by grade and rank, reflecting an overall federal/state increase of 1%. The updated 1.2% local wage adjustment will vary by state, and I recommend checking out OPM’s table for details.
