There are 15 GS ranks that determine base pay, ranging from 1 (lowest) to 15 (highest). The grade of each job is determined by the agency based on the difficulty, responsibility and qualifications required. Typically, individuals qualify in the GS grades along these general lines:
Most federal employees under the General Schedule are entitled to a GS locality wage, a geographically based percentage that reflects wage levels for non-federal employees in certain geographic areas. These wage levels are determined by surveys conducted by the US Bureau of Labor Statistics. BLS measures non-federal compensation in a labor market and compares it to federal compensation for GS employees performing similar work in the same geographic area.
Each GS grade has 10 step percentages (steps 1-10) and employees can advance to higher steps throughout their federal career. Increments within the grade (WGI) as they are called, are based on an acceptable level of performance in the lifetime (waiting periods of 1 year for steps 1-3, 2 years for steps 4-6 and 3 years for steps 7- 9) .
Each WGI corresponds to a salary increase of approximately 3% of an employee’s salary. Basically, a WGI is a pay increase based on length of time in government service at a particular step and grade in the General Schedule Pay System.

This was confirmed by President Biden’s Executive Order (EO) and funding in the Government Spending Omnibus Act, which followed the original Alternative Pay Plan letter and confirmed an average 4.6% pay increase for federal employees on the GS pay scale in 2023.
Please note that the 2023 federal wage increase includes an average local wage increase of 0.5%, which will vary by location (see details in the sections below). However, the 4.1% base pay increase will be consistent for all civilian federal employees in the GS pay scale.
Please see the updated and final 2023 GS pay scale chart below, showing the 4.1% increase, excluding the 0.5% local pay increase. The salary increase will take effect from January 1, 2023.

This is consistent with his previous wage adjustments (alternative plan) for civilian federal employees due to “national emergencies or serious economic conditions affecting the public welfare.”
Specifically, I found that for 2023, the overall wage increase will be 4.1% and local wage increases will average 0.5%, resulting in an overall average increase of 4.6% for civilian federal employees. This decision on an alternative compensation plan will allow the federal government to better compete in the labor market to attract and retain well-qualified federal workers in the face of increasing recruitment and retention challenges. This has led to a significant wage gap for federal employees compared to the private sector. President Biden
I will update this article as news and estimates about the 2024 GS pay increases become available. At this stage, with the decrease in inflation, I expect the increase in 2024 to be around 2%.

The GS pay increase is now finalized following President Biden’s executive order and passage of the Omnibus Act of 2023. Official tables, including the 55 local pay tables referenced below, are released by the Office of Personnel Management (OPM). The average local wage increase was 0.5%, but will vary by geographic area.
Federal employees on the GS pay scale received an overall pay increase of 2.2% for 2022, with an additional local pay adjustment of 0.5%, for an average increase of 2.7%.
These changes took effect on January 1, 2022. This increase was more than double the average wage increase in 2021, reflecting the higher cost of living.
See below for the 2022 GS base salary table, by step and grade, which reflects the 2.2% base salary adjustment. The local wage adjustment (0.5%) varies by location and can be found on the Office of Personnel Management (OPM) website.

Despite a potential pay freeze for federal employees in 2021, Congress approved a 1 percent increase for federal employees on the GS pay scale. This was not good news in a rising inflation environment, and especially since members of the armed forces will see their 2021 military pay scales increase by 3%.
Below you can view the GS salary chart for 2021 by step and grade. All changes will apply from January 1, 2021.
[Update November 2020] President Trump had proposed a 1% GS wage increase for 2021, but due to the poor economy and low inflation, many expect an even lower wage increase, or possibly no wage increase at all. Details are due to be announced in the coming months, but for those expecting a pay rise, it may be wise to lower expectations at this stage.
For 2020, civil servants on the GS pay scale will see an increase of 3.1% over 2019 levels. This consists of a 2.6% general hourly rate increase (in the table below) and an adjustment to local wages of 0.5%. This is the same increase as in the military pay scales 2020. The new pay scales are effective from January 1, 2020.

In his first year in office, President Trump approved a 1.4% general wage increase for 2018 for the more than 1.5 million government employees on the GS pay scale. In addition, a local wage adjustment of 0.5% will be implemented to bring the total wage increase for 2018 to 1.9%. This compares with a 2.4% increase for military personnel. The updated GS Pay Scale Table for 2018 is shown below:
The enhanced GS award was introduced in an executive order and full details and local details are available on the OPM site. At this point, the wage increase in 2019 is expected to be similar to 2018.
In a surprising move, President Obama reversed his previous proposal for a 1.6% wage increase from August 2016.
. In his latest decision of the board, he proposes a “revised” alternative wage increase for 2017 of 2.1%. This still consists of an overall wage increase of 1%, but now reflects a local wage adjustment of 1.1%. This brings the overall average salary increase for 2017 to 2.1% (excluding promotions).
Government Jobs: Cracking The Gs Code
The revised plan was issued to accommodate the higher 2.1% pay increase for military personnel in 2017 and an improved economic environment that led to higher pay increases in the private sector. While Congress and the new administration could reverse this in 2017, it is unlikely to happen at this late stage, as all wage increases will be effective on January 1, 2017.
The table below shows the 2017 GS Pay Table/Graph by step and grade, reflecting the 1% above federal/state pay increase. The updated 1.2% local wage adjustment varies by state and I recommend checking the OPM charts for specific details. Uniformed military personnel also receive a 2.1 percent monthly base pay increase, as shown in the latest 2017 military pay charts.
