With above-average inflation and a maximum cost-of-living adjustment (COLA) in 2023, most analysts expected the highest pay increase for workers on the GS pay scale.

Following the passage of President Biden’s Executive Order and the Public Transportation Act of 2023, GS pay increases are now finalized. Official pay scales, including the 55 local pay scales listed below, are published through the Office of Personnel Management (OPM). The average local wage increase will be 0.5%, but will vary by geographic area.

Under the GS Pay program, federal employees will receive a 2.2% base pay increase in 2022 and an additional 0.5% local pay adjustment, for an average raise of 2.7%.

These changes went into effect on January 1, 2022. The increase was more than double the average wage increase in 2021, reflecting the higher cost of living.

Below is the 2022 GS Base Pay Schedule table by step and grade reflecting the 2.2% base pay adjustment. The local salary adjustment (0.5%) varies by location and can be found on the Office of Personnel Management (OPM) website.

Despite the possibility of a federal wage freeze in 2021, Congress approved a 1% increase in the GS pay scale for federal employees. This is not good news, especially since inflation is on the rise, especially since armed forces personnel saw a 3% increase in military pay scales in 2021.

Here is the latest status the various large groups are in on the 2017 GS salary increase:

President (executive) – Recommends a 1.6% salary increase for 2017. Will be officially confirmed at the end of August based on debates in the Senate and House of Representatives.

House of Representatives – Passed the Financial Services and General Government Budget Act of 2017 (H.R. 5485). The bill does not rule out a wage increase (as has been done in the past), meaning the president’s recommendation to raise federal workers’ pay by 1.6% will take effect in January, unless it is included in specific legislation.

Senate – Legislation (S. 2699) sponsored by Democratic Senator Brian Schatz (D-Hawaii) proposed a 5.3% increase for next year. That’s 3.9% of federal pay, plus a 1.4% increase.
