The GS pay scale provides annual base pay or pay scales for federal and related civilian groups in addition to local pay adjustments. You can see the changes and grade/step adjustments for the last few years in the following sections.

Projections to 2024 – GS wage growth in 2024 is expected to be between 2% and 4% as inflation moderates at this stage. I will provide updates as CPI and COLA details become available.
Military Pay Charts
With above-average inflation and a maximum cost-of-living adjustment (COLA) in 2023, most analysts expected the highest pay increase for workers on the GS pay scale.
It was funded by President Biden’s Executive Order (EO) and government spending bill, which followed the alternative pay plan to the letter and guaranteed an average pay raise of 4.6% for federal employees in 2023 according to the GS pay scale.
Please note that the federal wage increase for 2023 includes a 0.5% increase in the local average wage, which will vary by location (see the following sections for details). However, the 4.1% increase in base pay will remain constant for all federal civilian employees under the GS pay scale.
Below is the updated and finalized GS (base) pay scale chart for 2023, reflecting the 4.1% increase minus the 0.5% local pay increase. The salary increase will come into force from 1 January 2023.

This is consistent with previous pay adjustments (alternative plans) for federal civilian employees due to “a national emergency or serious economic condition affecting the general welfare.”

Following the passage of President Biden’s Executive Order and the Public Transportation Act of 2023, GS pay increases are now finalized. Official pay scales, including the 55 local pay scales listed below, are published through the Office of Personnel Management (OPM). The average local wage increase will be 0.5%, but will vary by geographic area.
Under the GS Pay program, federal employees will receive a 2.2% base pay increase in 2022 and an additional 0.5% local pay adjustment, for an average raise of 2.7%.
These changes went into effect on January 1, 2022. The increase was more than double the average wage increase in 2021, reflecting the higher cost of living.

Below is the 2022 GS Base Pay Schedule table by step and grade reflecting the 2.2% base pay adjustment. The local salary adjustment (0.5%) varies by location and can be found on the Office of Personnel Management (OPM) website.
Despite the possibility of a federal wage freeze in 2021, Congress approved a 1% increase in the GS pay scale for federal employees. This is not good news, especially since inflation is on the rise, especially since armed forces personnel saw a 3% increase in military pay scales in 2021.

In 2020, public employees working in the GS pay scale will increase by 3.1% compared to 2019. This is a general schedule increase of 2.6% (shown in the table below) and a local rate adjustment of 0 ,5%. This is the same military pay scale increase as in 2020. The new pay schedule will take effect January 1, 2020.
In his first year in office, President Trump approved a 1.4 percent raise in 2018 for more than 1.5 million public employees on the GS pay scale. Additionally, local salary adjustments of 0.5% will be made to bring total salary growth to 1.9% for 2018. This is a 2.4% increase in military personnel salary. Below is the updated 2018 GS paytable.
GS pay increases are defined by executive order, and local details and details are available on the OPM website. At this point, 2019 salary increases are expected to be the same as 2018.

The revised plan is in line with an improving economic environment that saw a 2.1 percent increase in military pay in 2017 and growth in private sector wages. Congress and the new administration could reinstate it in 2017, but not at this late stage because all pay increases went into effect on January 1, 2017.

[2017 GS Pay Raise Update] Despite low inflation, it appears the President will leave federal employees with a nice parting gift on the GS pay scale with a 1.6 percent pay raise in 2017. There are many hurdles to overcome to get this increase approved. The proposed increases are passed through various subcommittees such as the House of Representatives, the Senate and the President. Even if the House rejects the increase, as it did last year, the President can sign an executive order to cancel it.
The 1.6% wage increase will likely be composed of federal GS wage increases and local wage adjustments. Details will be released as they become available.

Here is the latest status the various large groups are in on the 2017 GS salary increase:
President (executive) – Recommends a 1.6% salary increase for 2017. Will be officially confirmed at the end of August based on debates in the Senate and House of Representatives.
House of Representatives – Passed the Financial Services and General Government Budget Act of 2017 (H.R. 5485). The bill does not rule out a wage increase (as has been done in the past), meaning the president’s recommendation to raise federal workers’ pay by 1.6% will take effect in January, unless it is included in specific legislation.
Senate – Legislation (S. 2699) sponsored by Democratic Senator Brian Schatz (D-Hawaii) proposed a 5.3% increase for next year. That’s 3.9% of federal pay, plus a 1.4% increase.
