There are 15 GS grades with basic annual salaries ranging from 15 (highest) to 15 (highest). Each job class is defined by the hiring agency based on the level of difficulty, responsibility, and required qualifications. In general, individuals will qualify for a GS degree along these general lines:

Most federal employees on the General Schedule are entitled to GS locality pay, which is a geographically based percentage rate that reflects the pay rate of non-federal employees in a specific geographic area. The salary level is determined by a survey conducted by the US Bureau of Labor Statistics. The BLS measures non-federal compensation in the labor market and compares it to federal wages for GS workers doing the same job in the same geographic area.

Each GS class has a rate of 10 steps (steps 1-10) and employees can move to higher steps during their federal career. In-Grade Increase (WGI) based on performance level and acceptable longevity (waiting period 1 year in steps 1-3, 2 years in steps 4-6 and 3 years in steps 7-9).

Each WGI salary increase is approximately 3% of the employee’s salary. In fact, WGI is a salary increase based on the length of time in the government service at certain steps and grades in the General Schedule payment system.

This is consistent with previous salary adjustments (alternative plans) for civilian federal employees due to “states of national emergency or dangerous economic conditions affecting the public welfare.”

Specifically, I estimate that for 2023, base pay increases will average 4.1% and local pay increases will average 0.5%, resulting in an overall average increase of 4.6% for civilian federal employees. . Despite the possibility of a 2021 pay freeze for federal workers, Congress approved a 1 percent increase for federal workers on the GS pay scale. This is not good news in an environment where inflation is rising, and especially since members of the armed services are receiving a 3% increase in the 2021 military pay scale.

You can see below 2021 GS Salary Chart by Step and Grade. All changes are effective from 1 January 2021.

[November 2020 Update] President Trump is proposing a 1% GS pay raise for 2021, but given the weak economy and low inflation, many expect a smaller increase, or perhaps no increase at all. Details should be revealed in the next few months, but those hoping for a pay rise may be wise to temper their expectations at this stage.

There will be a 3.1% increase from the 2019 rate for 2020 government employees in the GS pay scale. President Trump approved a 1.4% 2018 pay raise for more than 1.5 million government employees on the GS pay scale in his first year in office. Additionally, the total salary increase for 2018 is a 0.5% local salary adjustment compared to a 2.4% increase for military personnel. The updated GS Pay Scale Table 2018 is shown below:

The increased GS pay has been limited by executive order and full details and local details are available on the OPM site. At this time it is expected that the 2019 salary increase will be the same as the 2018 increase.

. In the latest executive order, he proposed a “revised” option to increase 2.1% in total salaries for 2017. This is still made up of 1% across the board, but will now reflect a local salary adjustment of 1.1%. This brings the 2017 average salary increase to 2.1% (excluding promotions).

The revised plan was issued to match the 2.1% higher increase for military personnel in 2017 and the improved economic environment that saw private sector salary increases. While Congress and the new administration could reverse it in 2017, it is unlikely at this late stage because all pay increases took effect on January 1, 2017.

The table below shows the 2017 GS salary scale / chartby steps and grades that show 1% of the Board’s Federal / national increase. The updated 1.2% local pay adjustment will vary by state and I recommend you check the OPM chart for specific details. The latest 2017 military pay chart shows uniformed service members will also receive a monthly base pay increase of 2.1 percent.
