There are 15 GS grades with basic annual salaries ranging from 15 (highest) to 15 (highest). Each job class is defined by the hiring agency based on the level of difficulty, responsibility, and required qualifications. In general, individuals will qualify for a GS degree along these general lines:
Most federal employees on the General Schedule are entitled to GS locality pay, which is a geographically based percentage rate that reflects the pay rate of non-federal employees in a specific geographic area. The salary level is determined by a survey conducted by the US Bureau of Labor Statistics. The BLS measures non-federal compensation in the labor market and compares it to federal wages for GS workers doing the same job in the same geographic area.
Each GS class has a rate of 10 steps (steps 1-10) and employees can move to higher steps during their federal career. In-Grade Increase (WGI) based on performance level and acceptable longevity (waiting period 1 year in steps 1-3, 2 years in steps 4-6 and 3 years in steps 7-9).
Each WGI salary increase is approximately 3% of the employee’s salary. In fact, WGI is a salary increase based on the length of time in the government service at certain steps and grades in the General Schedule payment system.
