This is similar to his previous (revised) payment for civilian Federal employees due to “national emergency or urgent economic conditions affecting the public interest.”

President (Executive) – A salary increase of 1.6% is expected for 2017. This will be implemented at the end of August based on Senate and House discussions.
House of Representatives– Passed the Finance Act of 2017 and the General Appropriations Act (H.R. 5485). This bill does not allow for wage increases (as was done before) which means that unless specific legislation is written, the President’s proposal for a 1.6% wage increase will be for federal employees in January.
Senate – Legislation (S. 2699) sponsored by Democratic senator Sen. Brian Schatz (D-Hawaii) proposed a massive 5.3% increase next year. This was done with a 3.9% federal salary increase, and a 1.4% bonus.
