The General Pay System (GS) covers most civilian federal employees who work in professional, technical, managerial, and clerical occupations.

There are 15 GS grades that determine the basic annual salary, ranging from 1 (lowest) to 15 (highest). The grade of each job is determined by the employment agency based on the level of difficulty, responsibility and skills required. Normally, individuals qualify in the GS grades along these general lines:
Most federal employees under the general schedule are eligible for GS local wages, which are geographically based percentages that reflect pay levels for non-federal workers in certain geographic areas. These salary levels are determined by surveys conducted by the US Bureau of Labor Statistics. The BLS measures non-federal worker compensation and compares it to federal wages for GS workers doing similar work in the same geographic area.
Each GS grade has 10 step ratios (steps 1-10) and employees can move to higher levels throughout their union career. Advancement Within Grades (WGI) as they are called are based on satisfactory performance and longevity (the waiting period is 1 year in steps 1-3, 2 years in steps 4-6 and 3 years in steps 7-9).
Each WGI is equivalent to a salary increase of 3% of the employee’s salary. In effect, WGI is a salary increase based on length of time in government service at a specific level and grade in the general program salary system.

The GS Pay Scale provides annual base salaries or pay scales, plus local pay adjustments, for civilian federal employees and related groups. You can see the changes and grade/step corrections from previous years in the sections below.
Project 2024 – At this stage, the GS salary increase for 2024 is expected to be in the range of 2% to 4% as inflation cools down. I will post updates as more information on the CPI and COLA becomes available.
With higher-than-average inflation and a record cost-of-living adjustment (COLA) for 2023, most analysts had predicted record pay increases for workers in the GS pay scale.

This was confirmed by President Biden’s Executive Order (EO) and funding in the full government spending bill, which accompanied the original letter of the alternative payment plan and established an average pay increase of 4.6 % for federal employees in the GS pay scale in 2023.
Note that the 2023 federal increase includes an average local wage increase of 0.5%, which varies by municipality (see details in the sections below). However, the 4.1% base pay increase will be consistent for all civilian federal employees on the GS pay scale.

The GS wage increase was completed following President Biden’s executive order and the passage of the 2023 omnibus bill. Official scales, including the 55 local wage scales linked below, are issued through the ‘Office of Personnel Management (OPM). The average local wage increase was 0.5%, but will vary by region.
Federal employees on the GS Pay scale received a 2.2% base pay increase for 2022, with an additional 0.5% local pay adjustment, for a total average increase of 2.7%.
These changes took effect on January 1, 2022. This increase was more than double the average salary increase in 2021, reflecting the higher cost of living.

Despite a potential wage freeze in 2021 for federal workers, Congress approved a 1 percent raise for federal workers in the GS pay scale. It was not great news in an environment where inflation is on the rise, and especially since the army saw a 3% increase in military pay in 2021.

[Update November 2020] President Trump had proposed a 1% GS pay increase for 2021, but with a poor economy and low inflation, many expect an even smaller increase, or perhaps no increase at all. The details should be released in the coming months, but for those who expect a salary increase, it may be wise to temper expectations at this stage.
For 2020, state employees on the GS pay scale will see a 3.1% increase over 2019 levels. This consists of a 2.6% general plan increase (see table below) and an adjustment of the standard salary of 0.5%. This is the same increase as seen on the military pay tables in 2020. The updated pay tables take effect on January 1, 2020.

In his first year in office, President Trump approved a 1.4% pay increase in 2018 for more than 1.5 million government workers on the GS payroll. The revised estimate was released to match a 2.1% higher increase for the military in 2017 and a better economic environment that saw more increases in private sector wages. While Congress and the new administration may announce this in 2017, it is unlikely at this late stage since all wage increases are effective January 1, 2017.
