[Update December 23, 2022] President Biden confirmed in his Executive Order (EO) that the GS pay scale will increase by an average of 4.6% (4.1% of base and 0.5% of local pay).
This is consistent with his previous pay changes (alternative plan) for civilian federal employees due to “a national crisis or serious economic conditions affecting the general welfare.”
Specifically, I found that in 2023, overall base pay increases would be 4.1% and local pay increases would average 0.5%, resulting in an overall average increase of 4.6% for civilian federal employees. Official tables, including the 55 local wage tables linked below, are published through the Office of Personnel Management (OPM). Average local wages increased by 0.5%, but will vary by geographic region.

This amount still consists of a general increase of 1%, but will now reflect a local wage adjustment of 1.1%. This means that the total average salary increase in 2017 will be 2.1% (excluding promotions).
The revised plan was released in response to a 2.1% increase in military pay in 2017 and an improving economy that led to more private sector pay growth. While Congress and the new administration could change this situation in 2017, it is unlikely to happen at this late stage, given that all increases take effect on January 1, 2017.

[2017 GS Pay Increase Update] Despite low inflation, it looks like the President may leave a nice parting gift for federal workers in the GS pay scale with a 1.6% increase in 2017. There are still many hurdles to go through to get this approved and any proposed increases will be referred to various subcommittees, the House, the Senate and the President. And like last year, even if the House rejects the raise, the President can sign an executive order canceling the raise.
It is likely that the 1.6% wage increase will consist of an overall federal wage increase and local wage adjustments. This will become clear after finding out the details.

Here is the latest status of the various key groups regarding the 2017 GS salary increase:
