The General Schedule (GS) salary system covers most civilian white-collar federal employees who work in professional, technical, administrative and clerical positions.

There are 15 GS grades that determine the basic annual salary, ranging from 1 (lowest) to 15 (highest). The grade for each job is set by the employing agency based on the level of difficulty, responsibility and qualifications required. Normally, an individual will qualify in the GS grade along the following general lines:
Most federal employees under the General Schedule are entitled to GS local pay which is a geographically based percentage rate that reflects the pay level for non-union employees in a specific geographic area. This salary level is similar to that in the U.S. determined by a survey conducted by the Bureau of Labor Statistics. The BLS measures non-union compensation in the labor market and compares it to federal wages for GS workers doing similar work in the same geographic area.
Each GS grade has 10 step rates (Steps 1-10) and employees can advance to higher steps throughout their federal career. Increase in grade (WGI) as it is called, is based on the level of performance and acceptable life expectancy (waiting period of 1 year in Steps 1-3, 2 years in Steps 4-6 and 3 years in Steps 7-9) Waiting period for a year).
Each WGI is equivalent to a salary increase of approximately 3% of the employee’s salary. In fact, WGI is a salary increase based on the length of time in government service at a certain level and grade in the General Schedule salary system.

It is futile to expect a percentage increase for what each GS locality salary range will look like in 2024. When the data is finalized, the Office of Personnel Management (OPM) will provide a copy of the 2024 General Schedule (GS) salary schedule, which also includes the 2024 GS local salary. This usually happens in December.
In March, the Biden administration proposed a 5.2% increase in federal wages by 2024. This is the first step in a complex process. Congress has shown no interest in approving a separate amount.
The next step occurs on August 31, 2023, when President Biden issues an Alternative Pay Plan Letter for the 2024 federal wage increase.

Title 5, United States Code, authorizes me to implement an alternative plan for salary adjustments for civilian Federal employees covered under the General Schedule and other specified salary systems if there is a “national emergency or situation affecting the general welfare.” Due to “bad economic. conditions”, I see an otherwise effective hike as inappropriate.
Congress can also pass laws to set different pay raise amounts. Since this was not done earlier this year, and there are several opportunities where Congress could do so in legislation under consideration, it is possible but unlikely that this will be the case for the 2024 wage increase for federal employees.
The 5.2% pay increase, assuming it is the final amount, would be split between an average of 0.5% for the local pay area and an overall pay increase of 4.7%, Biden outlined in the letter.
For 2023, the average salary increase is 4.6%. The 2023 pay increase is the largest pay increase in 20 years for the federal workforce. During the Bush administration, federal workers received the same percentage raise of 4.6% in 2002. On the other hand, the better news for federal workers in 2002 was that the inflation rate was 1.6%. (See

Thus, largely accounting for inflation, the 2024 federal wage increase may exceed the 4.8% wage increase for federal workers passed in 1981 during the Carter Administration.

While we won’t know the percentage increase for each local pay area until later this year, it is possible to get an idea of how the base pay rate will change for each GS pay grade before the final local pay percentage is calculated. .
This table shows the projected GS 2024 salary scale based on an expected 2024 federal salary increase of 5.2% with a General Schedule (GS) 2024 base salary of 4.7%.

Why only 4.7% and not 5.2%? 5.2% is likely an average increase, and when annual federal wage increases are released each year, they usually include an increase in base wages across the board and an amount set aside for local wages. Since the President proposed a base pay increase of 4.7% with 0.5% for local pay in his Alternative Pay Plan letter, we are using the 4.7% figure for the projected GS 2024 pay scale table.
Note that the 2024 GS salary schedule will not be finalized until OPM releases final figures after the 2024 federal salary increases are finalized by executive order. In most years, it occurs in December. Last year, the executive order implementing the 2023 federal wage increase was issued on December 23.
This means that there will be an adjustment in the final figure. The final adjustment will reflect larger increases for areas that typically receive larger pay increases. Note that this list is suggested and not finalized. Most likely, these four areas will be approved in late 2023 to be added to the 2024 local pay area list. We will not know the pay increases for these new areas until OPM announces the 2024 pay rates.

This was confirmed through President Biden’s executive order (EO) and funding in the omnibus government spending bill, which followed the letter of the original Alternative Pay Plan and confirmed an average pay increase of 4.6% for federal employees on the GS pay scale in 2023.
Note that the 2023 federal wage increase includes an average local wage increase of 0.5%, which will vary by locality (see details in the section below). However, the 4.1% base pay increase will be relevant for all civilian federal employees in the GS pay scale.
