With faster-than-average inflation and a record cost-of-living adjustment (COLA), most experts are predicting a record pay increase for workers on the GS pay scale.

This was confirmed by President Biden’s Executive Order (EO) and funding from the Everywhere Government Spending Plan, which followed the original Alternative Pay Plan letter and approved a 4.6 percent increase in the average salary for federal employees on the GS pay scale in 2023.

Note that federal wage increases in 2023 include an average of 0.5% of local wage increases, which vary by locality (see sections below). However, the base pay increase is 4.1 percent and applies to all federal civilian employees on the GS pay scale.

The GS pay raise is now complete following President Biden’s executive order and passage of the 2023 General Bill.
