With faster-than-average inflation and a record cost-of-living adjustment (COLA), most experts are predicting a record pay increase for workers on the GS pay scale.
This was confirmed by President Biden’s Executive Order (EO) and funding from the Everywhere Government Spending Plan, which followed the original Alternative Pay Plan letter and approved a 4.6 percent increase in the average salary for federal employees on the GS pay scale in 2023.
Note that federal wage increases in 2023 include an average of 0.5% of local wage increases, which vary by locality (see sections below). However, the base pay increase is 4.1 percent and applies to all federal civilian employees on the GS pay scale.

[Update December 23, 2022] President Rich confirmed by Executive Order (EO) that the GS pay scale will increase by an average of 4.6% (4.1% base pay and 0.5% local pay).
This is consistent with previous pay changes (in other plans) for federal employees due to “severe economic conditions affecting the state’s emergency or general welfare.”
More specifically, I estimate that by 2023 overall wage growth will be 4.1%, local wage growth will average 0.5%, and federal workers will average 4.6%. The GS pay raise is now complete following President Biden’s executive order and passage of the 2023 General Bill. Official forms, including the 55 local wage tables linked below, are distributed by the Office of Personnel Management (OPM). The local average wage was 0.5%, but varied geographically.
Employees on the federal GS pay scale received a 2.2 percent full pay raise in 2022, while local wages rose 0.5 percent and the average increase was 2.7 percent.
These changes enter into force on January 1, 2022. The increase is more than double the average salary in 2021 and reflects the higher cost of living.

Despite the potential 2021 pay freeze for federal employees, Congress approved a one percent increase in the GS pay scale for federal employees. That’s not good news in an environment of rising inflation, especially as members of the armed forces see a 3 percent increase in military pay in 2021.

[November 2020 update] President Trump has proposed a 1 percent increase in GS wages in 2021, but with a poor economy and low inflation, many expect a smaller increase or no increase at all. Details should be released in the coming months, but at this point it may be wise to lower expectations for those hoping for a pay rise.

The 2020 GS pay scale for government employees will increase by 3.1% compared to 2019. This consists of a 2.6% general schedule increase (shown in the table below) and a 0.5% local pay increase. This is the same increase as in the 2020 Army Pay Scale. The revised salary table will enter into force on January 1, 2020.

. In his latest executive order, he proposed a “revised” option for a 2.1% wage increase for 2017. This still consists of a 1% across-the-board increase, but now reflects a local wage adjustment rate of 1.1%, bringing the 2017 average wage increase to 2.1%: iin (without increments).
The revised plan is in line with an improving economic environment, with military personnel up 2.1 percent in 2017 and private sector pay increases. Although parliament and the new government could change this in 2017, it is unlikely to do so at this late stage, as the wage increase came into effect on 1 January 2017.

The proposals that go through all the different subcommittees, the House of Representatives, the Senate and the President. Like last year, even if the House rejects the pay raise, the president can sign an executive order to overturn it.

Here is the latest GS Salary Hike 2017 status for each key group:
CEO – Recommends a 1.6 percent salary increase for 2017. It will be formalized by the end of August after Senate and House deliberations.
House of Representatives – Passed the Financial Services and Government Appropriations Act of 2017 (H.R. 5485).
