All employees must adhere to the schedule. This implies that no federal pay increase is allowed to employees during any pay period that is not covered by this General Schedule. Part-time workers do not receive an increase in their federal salary unless they choose to receive a one-time federal pay raise after reaching the 50th birthday. The pay grade of an employee is determined by a range of factors. The amount of time an individual has been employed in a chosen profession, as well as the pay grades they earned over that time period are utilized to determine the pay grade for GS. Therefore, if you’re employed as a paralegal, and you nearing retirement age, you’ll be eligible to receive the grade B for GS pay. This could be sufficient to substantially reduce the amount for any possible salary hike. An employee must have been employed at the government for at least one year and be employed by a federal agency to qualify for this special rate. The SARB bonus is not available to federal new hires. Instead, it must be directly applied to the federal employee’s pay. The SARB discount cannot be applied to vacation pay accrued over time.
Two sets of GS scale tables are used by federal agencies. Both sets of tables are able to adjust the salary of federal employees on a daily basis. The main difference between the two sets of tables is that one has adjustments for the year that go more in certain instances, while the other only is applicable to the initial years of the scale. Executive Order 13 USC Sections 3 and 5 may also apply to federal employees.

The locality-based pay adjustment is used in standardizing the pay rates of federal employees living in certain areas. There three levels to the federal government’s local pay chart. The employees in the second level (regional) of locality pay adjustment are paid wage increases which are lower than the the base rate for their state and local area.
Medical professionals who reside or work in an under-resourced area may also be eligible for special locality pay adjustments. Under this type of adjustment, medical professionals who work in the same area are paid more. The third level of the adjusted rates permits GS base pay to increase for employees working in other areas, but not within the same area. An example: A San Diego-based medical professional could receive an increase in the adjusted rate by 2 percent in Orange County, and two percent in San Diego.
